Constance Harper, Esq.
Director of Advocacy & Freedom Schools
Constance Harper works with child advocates, policymakers, researchers and the media to advance Deaconess’ public policy agenda for child well-being. She oversees Deaconess’ child advocacy ministry with United Church of Christ congregations and is the Executive Director for Deaconess' Children's Defense Fund Freedom Schools®.
Prior to joining Deaconess, Constance was the Director of Legislative Outreach at the Missouri Department of Elementary and Secondary Education (DESE). Before her tenure at DESE, Constance served as a Legislative Analyst in the office of former Missouri State Representative Kimberly Gardner and practiced law.
Constance is a member of the Missouri Bar and California Bar. She earned her law degree from California Western School of Law after undergraduate studies in public relations at Florida A&M University.
A native of St. Louis, Constance currently resides in St. Louis city.
